Resumen

How can science respond to the particular needs of Latin American societies? How can regional funding of regional science positively influence its growth? The answers to such question rest on analysis of the configurations of state and politics, relations between instrumental science and the democratic process, and the democratic features of science and technology. The extent to which one can except a better future through science in Latin America and the Caribbean depends as much on political problems and history as on scientific and technological development alone. True development will only come with significant political and economie change.
